The following is from their website:
The RACES team is a local organization sponsored by the City of Hemet Fire Department. It consists of approximately 90 federally licensed amateur radio operators specifically trained to handle emergency disaster communications, in addition to health and welfare radio communications for city and county departments such as police, fire, public works, and public service organizations such as the Red Cross. All members of RACES are registered through the City of Hemet as State of California volunteer disaster workers.
RACES remains active and prepared during non-emergency situations by providing radio communications in support of large community events such as walk-a-thons and parades in which the safety of members of the general public participating in or viewing the event can be aided.
